Management Consulting & Research, Inc. (MCR) was founded in 1977 by Dr. Gerald McNichols. As one of the original members of the Department of Defense’s Cost Analysis Improvement Group, Dr. McNichols formed MCR to provide cost and resource analysis services to the federal government. In 1989 MCR’s leadership decided to go into different directions. The company split into two companies, one keeping the name MCR (headed by Dr. McNichols) and the other company became Calibre Systems, Inc.


In September 1999, General Research Corporation, International, Inc. (“GRCI”) purchased MCR and with Dr. McNichols departure, Neil Albert became its President. In March 2000, AT&T acquired MCR as part of its GRCI acquisition. AT&T maintained MCR as a separate, wholly owned subsidiary due to its name recognition in the cost and resource analysis market and the potential for organizational conflict of interest (OCI) due to MCR’s direct support of government programs for which AT&T may sell products or services.


In 2004 Mr. Albert worked with AT&T to sell MCR to Lau Technologies, Inc. a small investment firm from Boston, MA. The sale changed the name from MCR to MCR, LLC and also eliminated the OCI concerns which were hurting the company’s growth. Since 2004 MCR, LLC turned its focus from cost and resource analysis to a broader set of capabilities and services to the Government encompassed in Integrated Program Management. MCR’s knowledge-based services support Government agencies in four areas: (i) strategic planning, (ii) cost/schedule analysis, (iii) acquisition management, and (iv) program assessment.


In 2009 MCR, LLC was sold to Harrison Street Capital, an investment firm owned by the Galvin family (founders and leaders of Motorola, Corp.) based in Chicago, IL. MCR, LLC has successfully grown over the years through a combination of organic growth and acquisition of companies and contracts. In 2011 Vince Kiernan became the President of MCR.


In 2016 the company initiated a new strategic plan by expanding its capabilities and market reach. MCR Global was established to capitalize on the rapid growth that was occurring in its international work, principally at NATO, and opened its first overseas office in Brussels Belgium in 2017. It also established MCR Solutions to invest in existing proprietary technology and transform performance, innovation, and productivity using CommandEdge™. CommandEdge™ is the product of this effort and provides a suite of capabilities that provide significant advancements in the professional delivery model.
