William M. Parker became President and CEO of MCR in July 2018. Mr. Parker brings a unique combination of skills and experience that provide the market savvy of an industry-leading business development executive, the nuts and bolts operational background from over 25 years of growing business while rising through the operational ranks to the top tier of management, and the value-driven financial acumen to improve efficiency and performance. Prior to joining MCR, Mr. Parker successfully developed and executed comprehensive strategies for multiple companies in the government technology services market, including MCR. Bill was the Chief Operating Officer of Salient Federal Solutions. As part of Salient’s founding management team, he was instrumental in building the company from its founding to $235M in revenue and merger with CRGT. Previously, Bill was COO of NCI Information Systems (NCIT). Bill came to NCI through its acquisition of Karta Technologies, Inc., where he served as President. Prior to joining Karta, he was President of Pinkerton Computer Consultants, Government Solutions until its sale to Kforce (KFRC), where he served as President of KForce Government Solutions. Bill went out of Govcon for 3 years to serve as CEO of Crosswalk.com, a publicly traded company (NASDAQ/national market). Bill Parker’s experience in government technology services was grounded in his 16 years at CACI International, Inc. (CACI), where he advanced from Senior Associate to Executive Vice President. There he was responsible for CACI’s information technology business group. During his tenure with CACI, he was also the company’s Director of Business Development, Marketing and Sales. Bill is a graduate of the U.S. Naval Academy and served six years in the U.S. Navy.
Senior Vice President - Corporate Operations
Christopher Neubauer serves as the Senior Vice President of Corporate Operations. In this role, Mr. Neubauer has oversight over domestic and global business operations including human capital, cybersecurity information technology, security, ethics and compliance, and leased asset management. Mr. Neubauer is also responsible for corporate retirement plan management, corporate entity structure, and legal and insurance matters. In addition, Mr. Neubauer is also responsible for corporate process improvement initiatives including MCR’s current CMMI Level 3 accreditation and ISO 9001:2008 certification. Mr. Neubauer joined MCR in 1995. During his 23 year tenure at MCR, he has also served in a number of positions including the senior executive responsible for human resources, corporate retirement plan management, and legal and insurance matters. Mr. Neubauer is also a part of the executive integration team with mergers and acquisitions. Mr. Neubauer graduated from George Mason University with a Bachelor of Science in Economics.
President, MCR Solutions and Defense Programs Group
Sean Pender joined MCR in August 2017 and serves as the President of MCR Solutions Group. The primary focus of MCR Solutions is to create value to existing customers through the development and implementation of the CommandEdge™ solution for integrated technology enhanced professional services. CommandEdge™ is a market differentiating capability which brings advanced analytics, modeling/simulation and visualization expertise to program management. In addition, Mr. Pender serves as the leader of MCR’s Defense and Intelligence Programs which provides integrated program management, cost estimating, acquisition and technical support to customers and teammates. Prior to joining MCR, Mr. Pender supported the Aerospace and Defense markets as a Department of Defense civil servant at NAVAIR and Director, Operational test & Evaluation (DOT&E) and private sector experience for over 30 years. Throughout his career, he has held a variety of roles in Engineering, Program Management, Business Development and an Executive P&L leader. After leaving the government, Mr. Pender continued to grow and develop his proven track record of business leadership and growth, strategic planning, as well as technology development and implementation for high profile government and international client programs while holding a variety of executive management positions at Alion Science and Technology, Leonardo DRS, and Optimus Corporation. Mr. Pender has Bachelor of Science degrees in Electronic and Computer Engineering from George Mason University. During his time in civil service Mr. Pender achieved Level III DAWIA certification in Program Management, Systems Engineering, and Test and Evaluation.
President, MCR Global
Under Paul’s direction the MCR Global organization provides integrated program management and enterprise transformation solutions to the North Atlantic Treaty Organization (NATO), Allied Ministries of Defense and US Government Agencies operating in Europe. Mr. Marston has over 30 years of professional experience in both government and industry. He joined MCR in 1993 after serving as an officer in the US Air Force in a variety of defense acquisition positions. Mr. Marston started at MCR as a Senior Cost Analyst and rose through the ranks to his current position as president of MCR Global headquartered in Brussels, Belgium. Throughout his career he has been active in a number of professional organizations, including his current leadership as president of the International Cost Estimating and Analysis Association (ICEAA). Mr. Marston has a Bachelor of Arts degree in Economics from San Diego State University, a Master of Science degree in Management from Boston University, and completed the Harvard Business School’s Program for Leadership Development.
Vice President, Space Programs
Mr. Jesse Celis is MCR Federal’s Vice President for Space Programs and related western region customers. His organization provides integrated program management and technical support to the Air Force’s Space and Missile Systems Center (SMC) at Los Angeles Air Force Base (AFB), Kirtland AFB, Peterson AFB, Sandia National Labs, and Lawrence Livermore National Labs. Mr. Celis has over 20 years of professional experience in the government and financial industries and has been with MCR since 2001. Mr. Celis started as a Sr. Budget Analyst and has worked as a Scheduler, EVM Analyst, and Cost Estimator before transitioning into leadership positions responsible for business development, new market penetration, executing capture management strategies, and developing partner relationships with companies, sponsors, and Senior Leaders. Mr. Celis has a Bachelor of Arts degree in Communications from the University of California, Santa Barbara.
Vice President, Civil Programs
Dave Rhodes is MCR’s newest Vice President, charged to lead MCR’s Civil Programs unit supporting the FAA, NASA, NOAA, and other civil agencies with quality programmatic and financial analysis as part of an integrated program management support approach. Mr. Rhodes comes to MCR from his position as Industry General Manager for CSRA’s Health and Civil Operations Group. While at CSC, he led CSC’s Civil Group and focused under CSRA on US Federal and State Transportation market. Mr. Rhodes led CSRA’s support to the FAA on UAS matters, culminating in overseeing the team that stood up the successful FAA drone registration web site. He is also a Board Director for the White House Fellows Foundation and Association and sits on the procurement committee for the Rockville Solar Energy Co-Op. Colonel (ret.) Rhodes came to the private sector after 27 years in the Air Force, culminating in leading the Department of Defense Task Force on the Response to Hurricane Katrina and representing the Department in the Joint Planning and Development Office, forging the National Airspace System modernization plan known as NextGen. Operationally, Colonel Rhodes served in various combat and leadership positions as an F-15 fighter pilot, squadron commander, and NATO Deputy Operations Commander. His Air Force assignments include five combat tours in Iraq, faculty member at the Air Force Academy, and White House Fellow, serving as a Special Advisor for National Security Affairs for Global Issues to Vice President Al Gore. The #1 graduate in his Air Force Academy class, Mr. Rhodes holds Masters degrees from the Universitaet Konstanz in Germany and the National War College and was an Olmsted Scholar.
Chief Financial Officer
Marcia O’Brien joined MCR in 2001 and serves as the Senior Vice President and Chief Financial Officer. She is responsible for the oversight of the Finance and Contracts organizations. She oversees planning, forecasting and financial analysis of company operations and provides reporting and analysis to internal management and the Board of Directors. In addition, she is responsible for accounting and compliance with government contracting regulations as well as international regulations related to MCR’s global operations. Mrs. O’Brien also develops and maintains relationships with banking institutions to provide financing for MCR’s operations. She is an operating and strategic partner to the CEO and senior management team. Prior to joining MCR, Mrs. O’Brien served various roles in finance at Science Applications, Incorporated and Dyncorp International, and KPMG Peat Marwick. Mrs. O’Brien has a Bachelor of Science Degree in Accounting from Virginia Tech.
