Program Management

Basics of Contracting
This one (1) day course will introduce students to the role of contracting within the acquisition community. The types of Contracts and the risk involved in each will be discussed. Students will learn the importance of the Acquisition plan, the role of Socio Economic programs and the processes involved in source selections. Students will also learn the role of cost estimating, cost accounting and price/cost analysis within the contracting framework.

Earned Value Management (EVM) (DAU Certified, Equivalent to DAU BCF 102)
This is a one (1) day course that provides the student with an overview of the concepts and history of Earned Value Management. It covers the development of the Performance Measurement Baseline, with special emphasis on: Work Breakdown Structure; Scheduling (including a scheduling exercise); Control Account Manager Responsibilities; and Cost Aggregation through the Responsibility Assignment Matrix. It will also cover Performance Measurement and Reporting with special emphasis on: Work Measurement Techniques; Reporting on the Status of Effort Accomplished; Analysis of Variances (including a computational exercise); Performance Indices; Understanding the Earned Value Concept; and Reconciliation of a CFSR and a CPR.

Program Management Tools Workshop (DAU Certified, Equivalent to DAU PMT 250)
This three (3) day on-site workshop will take place at your facility where your team will spend three interactive days learning and applying Program Management best practices within an IPT Environment. This MTI course is modeled after DAU’s PMT 250 Module 9, four (4) day virtual workshop but instead of your staff taking the course individually via the internet, we come to you and provide team building opportunities as your team learns and receives accreditation together. Topics include: IPT formation; Mission Statements; Team Objectives and Ground Rules; Market Research; Work Breakdown Structure Formation; Preparation of Criteria for Engineering Change Proposals (ECPs); Technical, Cost & Schedule evaluations; Cost Estimating; Schedule Development; and Contract Negotiations.

Schedule Risk Assessment
This one (1) day course will introduce the student to the theory, jargon and techniques used to construct project schedules and forecast completion times. It will also provide "hands-on" experience working with leading schedule-analysis software products, Microsoft Project and @Risk for Project. There will be a review, in case study format, of a schedule analysis task based on an effort undertaken and completed by MCR. Each student will learn how to analyze the schedule, estimate the completion time, and issue a report of his/her results.

Source Selection Support
This one (1) day course covers the source selection process and Department of Defense (DoD) standards. Trainees will be taught how to perform cost and technical evaluations on contractor proposals.

Work Breakdown Structures (WBS)
This one (1) day course provides the foundation to develop a solid work breakdown structure used in all facets of running a program. Pitfalls of improper implementation will also be addressed. There will be discussion on the basic requirements and philosophy necessary to use a WBS in planning and executing projects. It also addresses the WBS in relation to the DoD Program Management practices and implementing Earned Value Management and Cost Analysis. MIL-HDBK-881A will also be discussed. The course also contains exercises throughout for a more comprehensive learning experience.
