Unliquidated Obligations (ULO) / Negative
Unliquidated Obligations (NULO)
Beginning with the history of Unliquidated Obligations / Negative Unliquidated Obligations (ULO / NULOs) concepts and explaining the terms analysts will encounter while performing ULOs and NULOs, this two (2) day course provides analysts an introspective look at all the parties involved in the ULO / NULO and contract reconciliation process. Also discussed are funding documents, types of accounting transactions, and details of several methods of reconciling ULOs / NULOs and contracts. It provides a look into CPAS (Central Procurement Accounting System) and BQ (now GAFS – General Accounting and Finance System) and how to build queries to extract required data. It explains how to build corrective action packages and provides insight into the different OPLOC (Operating Location) expectations for corrective action packages. Finally, the course includes examples of experiences from the field and explains how building relationships with all interested parties is an important part of the closeout process. When electronically available, an on-line tutorial of MOCAS (Mechanization of Contract Administrative Services) that walks through the screens and shows how to interpret the databases within MOCAS is provided.
