Innovative process

1. Set requirements and prepare the technical baseline. Through research and collaboration, MCR defines your program’s specific requirements and prepares a baseline for your program’s costs that describes all technical and operational details.
2. Develop Cost Estimating Structure (CES) and Work Breakdown Structure (WBS). MCR establishes a set of ground rules and assumptions for your program to develop a cost estimating process that organizes requirements for the entire project lifecycle.
3. Identify, select and calibrate estimating methods. MCR defines the estimating methods for all of your most critical requirements, creating a repeatable framework that you can use for other efforts as your program matures.
4. Develop estimates. We evaluate data from numerous sources and apply multiple sets of estimating tools to help us create the most accurate, complete estimate possible.
5. Evaluate risk impacts. By evaluating potential risk factors and applying our proven risk analysis <link to risk analysis section> process, we eliminate as much uncertainty as possible and make risk adjustments.
6. Determine affordability of the estimate. To facilitate comparison to other estimates and for inclusion in your program budget, MCR determines the overall affordability of the completed estimate. We document the final estimate in the format you require so that it can be used for decision-making and replicated for other programs.
