MCR, LLC, a premier provider of Integrated Program Management services to the federal government, announced today that it has acquired JB&A, INC., a company that provides strategic planning, programming and budgeting, manpower analytical support and other professional services to U.S. government agencies.
The JB&A acquisition will enable MCR to expand its strategic planning, acquisition support, and program management services, while providing new opportunities to serve both Intelligence and Defense clients. Founded in 1988 by James V. Benvenuto, JB&A is a leading expert in Department of Defense (DOD) Planning, Programming, Budgeting and Execution (PPBE), the Department of the Army Planning, Programming, Budgeting and Execution System (PPBES) and the National Intelligence Program. Its broad range of expertise and services also include organizational analysis and force management, intelligence and information technology, automated decision support system application design, and strategic planning architectures.
JB&A’s customers include a broad range of Department of Defense and US Intelligence Community agencies and activities in the National Capital Region as well as Arizona, Colorado and Florida. The company has its main office in Falls Church, VA, and nearly all of its employees have high-level security clearances.

Terms of the deal, which closed May 31, were not disclosed.
Mr. Albert also noted that this is the third acquisition by MCR within the past two years. “The JB&A acquisition continues our strategic plan of using acquisitions and organic growth to mold MCR into a strong competitor in the Civilian, Defense and Intelligence arenas and provide our customers with the types of capabilities and support they need.”
JB&A will be immediately integrated into the MCR Federal structure as the Intelligence Programs Division and will headed by its current CEO John R. Knight, who will serve as the Senior Vice President of the new division. “We are proud and enthusiastic to join JB&A’s professional reputation with a company of the portfolio, stature and reputation of MCR,” Mr. Knight said. “We are confident that combining the resources, talent, and the complementary capabilities of JB&A and MCR will provide the platform necessary to synergistically expand our support to our customers in the federal government.”
