MCR, LLC, a premier provider of Integrated Program Management services, announced today that the company has been awarded three contracts funded to at least $18 million to provide financial, logistic, engineering, and other technical services to the Air Force, Marine Corps, and NASA, and a fourth contract to compete for task orders under the National Institutes of Health’s Chief Information Officer Solutions and Partners 3 (CIO-SP3) government-wide acquisition contract (GWAC).
The contracts draw upon MCR’s expertise in strategic planning, acquisition management, program assessment, financial analysis, and other Integrated Program Management capabilities. The CIO-SP-3 award provides MCR with a valuable platform to deliver services to agencies with healthcare-related missions, while the other awards expand the range of services MCR delivers to Air Force, Marine Corps, and Army customers.

MCR will perform a wide variety of services under each of the four contracts:
- Air Force - MCR will provide financial and budget analysis to the Air Force Military Satellite Communications (MILSATCOM) Systems Directorate under the SMC Financial Support blanket purchase agreement (BPA). The MILSATCOM Systems Directorate acquires satellite communications for the U.S. military services and combat forces worldwide.
- Marine Corps - MCR will provide acquisition, logistics, engineering, and administrative support to the U.S. Marine Corps Program Manager Training Systems (PM TRASYS) in Orlando, FL, under a 3 year subcontract with URS Federal Technical Services, Inc. PM TRASYS is the Marine Corps Systems Command's independent program manager assigned for acquisition and lifecycle support of Marine Corps ground training systems, devices, and training support services.
- NASA - MCR will provide Database and Collection Services to NASA Headquarters and its Centers under a BPA issued by NASA. NASA’s Cost Analysis Division (CAD) has been chartered with addressing GAO’s high risk concerns about NASA’s contract management abilities. This BPA will be a primary mechanism for NASA to continue to collecting this data and migrate off of the GAO high risk list. MCR’s scope of work includes continued support for the build out and maintenance of the system used to maintain and make accessible the Cost Analysis Data Requirements Descriptions (CADRe), creation of CADRe for new programs, and maintain existing CADRe.
- Department of Health and Human Services - MCR will compete for task orders for IT services as a subcontractor to Emergint Technologies, which won a contract on the NIH CIO-SP3 Small Business GWAC. The ten-year contract (five base years, plus one five-year option) has a $20 billion ceiling and is available for use by all federal agencies to obtain a wide range of IT services, with an emphasis on health-related IT services.
