Neil F. Albert
CEO & President
Neil
F. Albert is the CEO and President of MCR, LLC. Having
served in numerous positions at MCR for over 20 years,
Mr. Albert manages and performs strategic planning,
cost/schedule analysis, acquisition management, and
program assessment activities in support of the Federal
government and industry clients. Prior to MCR, he was
Director of Cost Estimating and Analysis at Textron
Defense Systems where he was responsible for life cycle
cost analysis, Design-to-Cost, economic analysis, and
cost estimating and pricing for all programs.
Mr. Albert has more than 30 years of professional
experience. In 2003 he received the “Lifetime
Achievement” award, the highest honor from the Society
of Cost Estimating and Analysis (SCEA). In addition,
SCEA has designated him as a Certified Cost
Analyst/Estimator (CCEA). In 2001, Mr. Albert was
selected by the Secretary of Defense to serve on the
Defense Business Board, a Federal Advisory Committee
providing independent advice and recommendations on
effective strategies for the implementation of best
business practices of interest to the Department of
Defense. |

Roderick B. Duke
Chief Operating Officer
Roderick “Rod” Duke is the Chief Operating Officer (COO) and joined the firm in December 2006. In his role of COO, Mr. Duke oversees and directs the growth of MCR’s business units, works closely with the MCR management team, and postures the organization for continued expansion in the federal marketplace.
Mr. Duke brings 29 years of results-driven operational and management expertise to MCR. Prior to joining MCR, Mr. Duke served as the COO of Analytical Services, Inc. (ASI) and as Vice President of BAE Systems Anaytical Solutions in Huntsville, AL, formerly MEVATEC Corporation. |

Vincent J. Kiernan
Executive Vice President and Chief Administrative Officer
Vincent J. Kiernan is Executive Vice President and Chief Administrative officer (CAO). In his role, Mr. Kiernan oversees and directs all administrative functions, leads MCR's mergers & acquisition activities, and transition planning for future acquisitions.
Prior to joining MCR in August 2008, Mr. Kiernan has more than 25 years experience in corporate finance, accounting and operations. In his last assignment, He was Chief Financial Officer for Aviel Systems, Inc. Prior to that, he was the Senior Vice President for Finance for Anteon International Corporation where he oversaw strategic and daily front line decisions involving all corporate financial matters including capital structure, investor relations, due diligence, acquisition and integration of new companies. |

Marcia O'Brien
Chief Financial Officer
Marcia O’Brien is the Chief Financial Officer (CFO) of
MCR, LLC. Joining the company in 2001, she is
responsible for all financial operations of MCR,
including financial reporting, audits, financing,
compliance, and tax.
After graduating with an Accounting degree from Virginia
Polytechnic Institute and State University (Virginia
Tech), Mrs. O’Brien started her Accounting career at
KPMG and has since worked in various controller
positions at DynCorp and SAIC, Inc.. |

Henry Apgar
President, MCR Technologies, LLC
Henry Apgar is President of MCR Technologies, with offices in El Segundo, California, where he leads cost analysis studies in the space and aircraft industries. During his 21-year tenure with MCR, Mr. Apgar has led program and cost research studies for industrial and government clients in the US and Europe. He is certified by the Society of Cost Estimating and Analysis (SCEA) as a Certified Cost Estimator/Analyst (CCE/A).
Mr. Apgar is well-established as an expert in parametric cost estimating and in reducing production cost through applications of the Cost As an Independent Variable (CAIV) discipline. He is a founder of the thirty-year old professional group, the International Society of Parametric Analysts (ISPA), for whom he has served as President, Chairman of the Board of Directors, and chair of several international conferences. |

Chris Neubauer
Senior Vice President, Corporate Operations
Christopher Neubauer serves as the Senior Vice President of Corporate Operations. In this role, Mr. Neubauer has over site over business operations including information technology, security, and leased asset management. In addition, Mr. Neubauer is also responsible for corporate retirement plan management, insurance, legal issues, and corporate communications.
During his 15 year tenure at MCR, he has also served a number of positions including the senior executive responsible for HR from 1999 through 2008. Mr. Neubauer is also a part of the executive integration team with mergers and acquisitions. |

Jason Dechoretz
Senior Vice President, Business Development
Jason Dechoretz currently serves as Senior Vice President leading MCR’s Marketing and Business Development efforts. Previously he led MCR Federal’s Operations as Vice President and established MCR’s Technical Leadership Network.
Since starting with MCR in 1991 he has presented papers and training classes at over 20 national and international conferences including ISPA, SCEA, DoDCAS, and INCOSE. Mr. Dechoretz continues to provide training to government and industry in the form of general, introductory courses and hands-on technical tutorials. Mr. Dechoretz serves on the International Society of Parametric Analysts Board of Directors and is currently the Board’s Chairman. |

Paul G. Schinderman
Senior Vice President for Strategic Planning & Public Relations
Mr. Paul G. Shinderman serves as the Senior Vice president for Strategic Planning & Public Relations with responsibility for developing and communicating the MCR, LLC Strategic Plan and for developing and communicating advertisements and marketing materials internally and with the communications industry.
During his 16 years at MCR, Mr. Shinderman has served in a number of positions and capacities including Vice President of Business Development from 2003 through 2006. Prior to that position, he served as Vice President of Operations for the Middle Atlantic Region from 1996 through 2003 where he was responsible for the management, leadership, and administration of more than 50 staff and $6 million dollars per year in revenues. Additionally, he provides leadership and management oversight for the MCR Training Institute. |
